In January 2007 the Chesapeake Fire Department began an aggressive, proactive in-service training program. We knew early on that the limited Training Staff would not be able to develop, conduct, and evaluate the type of in-service training that the Department desired. We knew we needed help!
We contacted several members in the Department that were passionate about training and had proven themselves as excellent instructors in the past, to help deliver the in-service programs. Everyone we contacted enthusiastically accepted this new role of a Chesapeake Fire Department Field Trainer. Over the months we have added a few more Field Trainers and others have moved on to serve in other positions within the Department. The Field Trainers are responsible for delivering the in-service programs that are developed by the Training Division. The Field Trainers primarily conduct the training for their respective Battalion’s. However, many Field Trainers have assisted with the development of training curriculums and taught across multiple Battalions and shifts. The Field Trainers receive no additional compensation or benefits for this additional service. However, they know that they are truly making a difference in out Department and with our individual members. Their service is appreciated and valued. |

Capt. Brian Fancher Capt. Fancher joined the Chesapeake Fire Department in 1988 after serving honorably with the United States Army 82nd Airborne Division. He is currently assigned to Station 5 in Great Bridge and is a member of the Hazardous Materials Team. Capt. Fancher holds a number of certifications including Instructor I, Officer I, Rope II, Hazardous Materials Technician, and MayDay Train-the-Trainer. Captain Fancher earned an Associates degree from Tidewater Community College in Fire Administration. |

Lt. Scott Clifford Lt. Clifford joined the Chesapeake Fire Department in 1995 and is currently assigned to Station 5 in Great Bridge. Lt. Clifford is a member of the Chesapeake Fire Department’s Hazardous Materials Team and has previously served on the Department’s Foam Team and Technical Rescue Team. He is a member of FEMA VATF2 being deployed to numerous disaster sites throughout the United States. He holds numerous certifications including Instructor III, Officer II, Rope II, and Foam Technician. Lt. Clifford also has Train-the-Trainer certifications in MayDay, Vehicle Rescue, and Preparing for Initial Company Operations. In 2007 Lt. Clifford earned his Fire Science Degree from Tidewater Community College. |

Lt. Duane Daggers Lt. Daggers has been in the fire service for 22 years, joining the Chesapeake Fire Department in 2000. Lt. Daggers is a Nationally Registered Paramedic and is currently assigned to Station 2 in Portlock. He holds a number of certifications including Instructor II, Officer I and Train-the-Trainers in Emergency Vehicle Operations, Firefighter I and II, Driver Pump Operator, and Driver Aerial Operator. |

Lt. Lawrence Matthews Lt. Matthews joined the Chesapeake Fire Department in 1999. He is currently assigned to Station 9 in Camelot and is a member of the Hose Maintenance Team. He holds a number of certifications including Instructor II, Officer I and is NIMS certified through Command School Inc. Lt. Matthews has earned an Associates Degree in Fire Science from Tidewater Community College and is currently enrolled in the University of Maryland working towards his Bachelor’s degree. Promoted to Lieutenant on 12/06/07. |
| SR/FF Michael French SR/FF French joined the Chesapeake Fire Department in 1974. He is a Haz-Mat Specialist on the Department's Hazardous Materials Team assigned to Station 5 on Hanbury Road. Mike is a PPE Inspector for the city. He holds a number of additional certifications including Instructor I & II, Officer I, Rope I, Haz-Mat, Firefighter I & II Train The Trainer. |

FF/PM Timothy Rogers FF/PM Rogers joined the Chesapeake Fire Department in 1998. He is a member of the Department’s Technical Rescue Team and is assigned to Station 15 in Bells Mill. FF/PM Rogers is a Nationally Registered Paramedic and holds certifications in Officer 1, Instructor I, and Rope III. He also holds Technician certification in Structural Collapse, Confined Space Rescue and Trench Rescue. FF/PM Rogers is currently on FEMA VATF2 serving as a rescue specialist and is a technical instructor at the Structural Collapse Technician School specializing in Breaching and Breaking. |
![]() | FF/PM Christopher Moore Firefighter/Paramedic Moore joined the Chesapeake fire Department in 2000. He is a member of the Departments Special Operations Foam Firefighting Team and is assigned to Station #1 in the South Norfolk part of the city. FF/PM Moore is a Nationally Registered Paramedic and holds certifications in Officer 1, Instructor 1 and Foam Firefighting. FF/PM Moore has also attended the National Fire Science Academy located at the University of Nevada Reno for training pertaining to responding to terrorist incidents and flammable liquid fires. He is a PPE inspector as well and has attended various training/conferences on PPE and firefighter Safety. |

FF/SP Jonathan Hinson FF/SP Hinson joined the Chesapeake Fire Department in 2003. He is currently assigned on the Ladder at Station 2 in Portlock. FF/SP Hinson holds a number of certifications including Instructor II, Officer I and Rope II. He has also earned Train-the-Trainers in Driver Operator Aerial, Driver Operator Pumper, Emergency Vehicle Operations, and Firefighter I and II. FF/SP Hinson graduated from Virginia Tech earning a Bachelor’s degree in Management and a minor in Leadership. |

FF/E Patrick Bensley FF/E Bensley has been in the fire service for nearly 21 years joining the Chesapeake Fire Department in 2003. He is currently assigned to Station 12 in Western Branch. He holds a number of certifications including Instructor I, Officer I, and Rope III. He is also certified as a Train-the-Trainer in Firefighter I and II. |

FF/E Jeffrey Morales FF/E Morales joined the Chesapeake Fire Department in 1996 after serving 8 years in Westport, CT as a volunteer. FF/E Morales is originally from The South Bronx, NY and is currently assigned to Station 3 in Indian River. He is a certified Peer Fitness Trainer and Personal Protection Equipment Inspector for the Department. FF/E Morales currently holds certifications in Officer I and has earned an Associates Degree in Computer Systems Management.
